At Bergen, the southbound lanes would be toll free and Express E-ZPass would be in the northbound lanes.

Advice Debt Lettiere said those two projects would cost somewhere between $10 million and $12 million each. Officials are not ready to put a price tag on Barnegat, which would be toll-free for southbound traffic.

Card Credit Debt Eliminate About 160,000 vehicles a day pass through the Essex Toll Plaza, the Parkway's third busiest after Raritan and Union. Roughly 140,000 vehicles go through the Bergen plaza each day while 70,000 pass through Barnegat.

Debt Reduce Lettiere said taking down the Essex tolls would not be practical until after the connections with Route 280 are improved. Traffic from there frequently backs up onto the main line of the highway, officials said.

Get Out Of Debt Widening the Route 280 ramps is going to cost between $10 million and $14 million and construction would be done by 2007, when the work on Essex would begin, Lettiere said.

Debt Destroy The Bergen project is complicated by heavy traffic veering to and from Route 80, officials said. Officials warned that there likely would be traffic jams from the construction at the Bergen plaza and the work would have to be done overnight to minimize the impact.

Debt Negotiation "I don't want Bergen and Essex under construction at the same time," Lettiere said.

Debt Elimination Meanwhile, putting one-way tolls at Barnegat poses a series of challenges.

Consolidation Debt Mortgage First of all, engineers say they may have to realign the Parkway at Barnegat, shifting it closer to houses in the area. Secondly, fewer drivers who use Barnegat have E-ZPass, meaning there would be a need to keep more toll booths in place for northbound traffic. Thirdly, the state does not want to start the work at Barnegat until improvements are done at Exits 67 and 69, which are nearby.

Collection Debt Also, Barnegat gets overwhelmed with Shore traffic from the spring through the fall, which would complicate construction work.
