Landfill Growth Gets Preliminary OK

Debt Help The Warren County freeholders gave preliminary approval Wednesday to a landfill expansion proposal.

These preliminary results indicate that more work should be done on the role of retinoids in hair growth.

Counseling Debt Freeholders John DiMaio and Rick Gardner said the expansion is the only way to help solve the financial troubles plaguing the Pollution Control Financing Authority. Voting against the proposal was Freeholder Director Michael Doherty, who said other entities have not kept their promises and the county can't continue to "bend over backwards" at a detriment to taxpayers.

I don't want to encourage irresponsibility, but it may help to remind ourselves that most companies carry debt. Yes, even Microsoft carries debt for a specific purpose. Debt can help establish a credit record, or build a relationship with a lender (in case you need money later). It can also become a calculated risk for greater growth in the long term. If borrowing money can help you make and sell more products now, it's generally worth the risk of establishing debt in the short term.

Debt Settlement The PCFA asked the freeholders in January to consider an amendment to the county's Solid Waste Management Plan to increase the slope of the landfill, which would allow the PCFA to take in 1.5 million tons of garbage, finance the landfill closure fund and pay off debt on the facility. Under the proposed amendment, the landfill will close in 2006. Without the expansion, the White Township facility would close in June 2004.

The state Treasury Department will not issue bonds to resolve debt owed by the Pollution Control Financing Authority, officials said Wednesday. PCFA officials are confident, however, that the state will make cash payments every six months to the agency's creditors. The PCFA, which operates the landfill in White Township and paid to construct the incinerator in Oxford Township, owes money on both facilities. The Treasury Department had promised to pay off the PCFA's debt through bonds, but cannot do that because of a court decision that does not allow for bonding without voter approval.

Debt Free The freeholders directed county staff to proceed with plans for a public hearing on the amendment, based on a recommendation from the county Solid Waste Advisory Council.

Last year, 400, 000 people entered into IVAs and debt management schemes. Mark Onyett, "These issues need to be addressed urgently, as we expect strong growth for the debt management market during 2008." The number of people becoming insolvent unexpectedly dropped last year for the first time in nine years, but experts have warned that 2008 is likely to set another record as debt problems mount.

Consolidation Debt Service On Oct. 2, SWAC voted 8-1 to recommend the freeholders approve a 2001 proposed amendment, and that the 2003 amendment be approved as an alternative. The 2001 amendment, which went through the public hearing process but was not approved by the freeholders, would have also increased the slope of the landfill, but would have kept the facility open through 2014.

Company Consolidation Debt County Planning Director David Dech said the 2001 amendment imposed tonnage limits that would go into effect after the landfill's debt was paid off in 2006. Regardless of when the landfill closes, the nearby Oxford Township incinerator would remain in operation, Dech said.

Consolidation Debt Online The PCFA needs to take in $15.5 million for the landfill's closure fund, which will pay for capping the landfill and 30 years of environmental monitoring. The PCFA needs an additional $11.2 million to pay off bond debt, said authority Executive Director John Carlton. The PCFA made a debt payment in June, but since May has not been placing any revenue aside for debt service. That money has instead gone toward the closure fund.

Consolidation Debt Free Gardner and DiMaio said moving forward with the expansion plan is the best thing to do for the fiscal health of the PCFA.

Debt Problem "We need to address what is most imminent, and that is taking care of the bonds," Gardner said. "We'd be in a state of limbo if (the landfill) shuts down."

Credit Debt DiMaio said this is one of the hardest decisions the freeholders will have to make, but they have to take care of Warren County taxpayers.

Advice Debt "Like Rick said, in a perfect world, this landfill would take care of the ash" from the incinerator, DiMaio said. "If we could somehow, down the road, find a way to keep this landfill open and limit the trash to Warren County, we should look at that."

Card Credit Debt Eliminate In opposing the expansion proposal, Doherty said it's not fair that Warren County has kept its promises regarding the landfill, while the state, other counties and Covanta Energy, the incinerator operator, have not.

Debt Recovery Covanta filed for bankruptcy last year, and the state Economic Development Authority has been making debt payments on the incinerator.

Counseling Credit Debt The state mandated that every county have a solid waste management plan, and decades ago advocated that every county have its own facilities. The governments of Hunterdon and Somerset counties were contracted to haul trash to the landfill, but backed out of that agreement after a 1997 court decision permitted local governments to take solid waste out of state. Carlton said the PCFA has been in litigation with Hunterdon and Somerset counties ever since.

Consolidation Debt Uk "Obviously, nothing's going to get done (in Trenton) as long as Warren County keeps bending over backward to keep their obligations," Doherty said. "Elected officials aren't going to do anything until it gets so unbearable that they have to do something."

Debt Reduce Robert Zelley, the PCFA chairman, said he was surprised to learn of Doherty's dissention.

Get Out Of Debt "I thought he was in favor of this (expansion) because he didn't want a garbage tax," Zelley said. "I understand and agree with what he's saying. This was a state-mandated process. The state should have made more contributions to the landfill debt, but they've done nothing for the landfill and only the incinerator."

Debt Destroy PCFA board member James Cannon said the expansion plan is the best option for White Township because it will fully fund the closure and monitoring of the landfill. Cannon lived in White Township and is the PCFA's liaison to the municipality.

Debt Negotiation Cannon said the PCFA and the freeholders need to make a commitment to closing the landfill in 2006.

Debt Elimination "The difficulty with this expansion is the fact that, how do you prevent this from not being the first of many expansions in the future? Many other landfills proceed in the same fashion, as to making an original expansion and continuing down the road," Cannon said. "The parties involved have not made a commitment. It is an important issue so the public can have faith in the fact that the freeholders and the PCFA are on the same plate as to a definite closure."

Consolidation Debt Mortgage White Township Mayor James Ashe said the township committee remains opposed to any landfill expansion.

Collection Debt "The state should step in and pay for the mess they created," Ashe said. "If that's not possible, we want the expansion to be as minimal as possible."
